Finely chop spring onion and coriander leaves and keep aside. Take oats in a mixer and pulse blend to make a fine powder.

In a bowl take the oats flour, besan, cumin seeds, red chilli powder, turmeric and salt to taste.

Gradually add water and mix well to avoid any lumps. The mixture should have batter like consistency.

Add chopped green chilli , spring onion and coriander. Mix well.
