Grease a cake tin with little oil and set aside. In a large bowl combine milk, jaggery powder, salt, and 1 tbsp of oil. Sprinkle yeast on top and wait for 10-15 min until the mixture turns frothy.

Add half of the flour and mix with a spoon. While continuously stirring, add the rest of the flour a little at a time until the dough begins to pull away from the side of the bowl.

Turn the dough on a floured surface and knead for 3-5 min or until the dough springs back. Cover with a cloth and let it rest for half an hour.

In a separate bowl combine jaggery powder, cinnamon powder, and 1 tbsp of oil. Mix well and set aside.

On a clean surface, take the dough and roll it into a rectangle sheet. The sheet should be a little thick. Spread the jaggery cinnamon mixture on top, leaving a 1-inch border on the longer sides.

Carefully roll up the dough into a log starting from one long end and rolling towards the other. Pinch the ends to seal.

Slice the log into even pieces using a sharp knife.

Place the rolls onto the prepared tin and cover it with a clean cloth. Let it rise for 30-35 min or until doubled in size.

Preheat the oven at 175 degrees C and bake the cinnamon rolls for 18-20 min or until the filling is bubbling and the sides feel firm.
